Chelsea have today confirmed that they have appealed the transfer ban imposed by FIFA with the submission made last Friday afternoon. This puts FIFA in an unusual and, for them, concerning position. They are aware that no the appeal process has started the ban is frozen – and a fast track hearing can be completed before the end of the year if both parties agree. Chelsea have said that they are confident that they can have the ban lifted completely, so are keen to fast track the appeal. Fifa do not want to risk either the ban being overturned completely but are particularly concerned about the appeal dragging on in to the New year. FIFA's fear is that Chelsea will conduct a years worth of transfers in the January window creating artificially high fees for players. They know that Chelsea will be able to buy players in January and delay the arrival of those players until the summer by loaning them back to their clubs. This process will work regardless of whether a ban is in place in the summer or not – as the players joining will be returning from loan. FIFA it seems are now hatching a plan that will see a proposal put to Chelsea to drop their appeal, accept a reduced one window transfer ban to be served in January and an immediate, without prejudice, lifting of the four month suspension on Gaël Kakuta.
